Referenceable objects that substantiate structural claims (mandates, procedures, tests).

PERMITTED vs NOT_PERMITTED

A DRC is PERMITTED only if required artifacts exist, are valid, and evidence/reachability requirements are met. Any missing prerequisite yields NOT_PERMITTED.
